Gridlock at the Gated Complex: The Realities of Chennai’s 1:1 EV Charging Push
While Tamil Nadu mandates universal EV charging access by 2025, residential developers and homeowners are navigating a complex transition between individual ports and shared infrastructure. Divergent views from local builders and industry bodies highlight the technical and financial hurdles.

The Early Adopters and the 2025 Mandate
In anticipation of a Tamil Nadu government directive requiring every residential parking slot to feature a charging point by October 2025, several developers in Chennai have already implemented zero-vacancy charging infrastructure. The Radiance Majestic in Valasaravakkam, a 234-unit development launched during the 2022-23 period, serves as a primary case study. Residents began occupying the building eight months ago, finding a dedicated 7.4 kW single-phase charging point at every parking space connected directly to their individual electricity meters.
Gnana Murugan of Radiance Group notes that while the model was inspired by successful projects in Pune and Mumbai, the learning curve remains steep. High-end vehicle owners often demand fast chargers, whereas current installations provide neutral charging speeds. Similarly, at Lancor Infinys in Keelakattalai, a 290-flat community, early technical friction—such as app synchronization errors and power output inconsistencies—has been resolved to provide seamless utility for residents like Vinoth Kumar, who relocated from Pallikaranai specifically to access private charging for his electric two-wheeler.
The Technical and Financial Counter-Argument
The Confederation of Real Estate Developers Association of India (CREDAI) Chennai has formally challenged the necessity of a one-to-one charger-to-parking ratio. In a representation to the Housing and Urban Development Department, the body argued that such mandates are financially burdensome and technically impractical for large-scale developments. CREDAI points to the rapid evolution of technology; while 7 kW AC chargers are current standard, a shift toward 11 kW chargers is expected. Adopting the higher standard could lead to an eighteen-fold overcapacity, leaving significant infrastructure idle.
Physical constraints also impede universal installation. Nethaji M of Bolt.Earth explains that while basic cabling to individual meters is manageable during construction, the sheer volume of 30–40 mm diameter cables required for hundreds of spots creates significant ducting and heat dissipation challenges in high-rise basements. Industry experts suggest a minimum 3.3 kW requirement per slot, but warn that increased density will require sophisticated coordination with the Tamil Nadu Electricity Board to manage surge loads.
Incremental Strategies in Established Complexes
Older residential communities are largely eschewing individual ports in favor of robust shared hubs. At the House of Hiranandani in Egattur, the Brentwood tower pioneered an EV station open to the entire township, followed by the Amalfi tower which recently launched a car-specific site. This gradual scaling is also evident at DLF Gardencity Cluster 1 in Semmancherry. What began as four basic devices has expanded into a dedicated facility with eight specialized ports for cars and scooters.
Karthik T.S., a committee member at DLF Gardencity, describes their approach as data-driven. The association conducted usage studies and power audits before expanding. Their future roadmap includes placing common charging stations for every three towers, utilizing separate meters to maintain transparency. This move toward centralized, shared infrastructure reflects a growing consensus that for existing developments, a methodical expansion of common hubs is more viable than retrofitting every individual stall.
