California and Rajasthan Partner to Transform Grid Resilience and Renewables Integration

California and Rajasthan energy regulators signed a Memorandum of Intent on June 25, 2026, to share expertise on long-duration energy storage and grid modernization. This subnational alliance aims to address the challenges of managing grids with high variable renewable energy penetration.

Transcontinental Alliance for Grid Modernization

State energy officials from California and Rajasthan have established a strategic framework to co-develop solutions for renewable energy integration and grid reliability. On June 25, 2026, the California Energy Commission (CEC), the California Public Utilities Commission (CPUC), and the Rajasthan Electricity Regulatory Commission (RERC) formalized this partnership through a Memorandum of Intent (MoI). The agreement focuses on several technical frontiers, including:

  • Long-duration energy storage and renewable forecasting.
  • Transportation electrification and charging infrastructure.
  • Demand-side energy efficiency and regulatory policy dialogue.
  • Hardening grid resilience against climate-related disruptions.

Addressing the Variable Energy Challenge

The collaboration highlights the shared technical hurdles faced by two high-output renewable energy regions. Rajasthan currently manages an exceptionally complex grid where renewable sources account for nearly 80% of operations. Out of its 62 GW total installed capacity, 42 GW originates from solar while 6 GW is generated by wind. Reji Kumar Pillai, President of the India Smart Grid Forum (ISGF), noted that managing such high levels of variable generation necessitates advanced digital tools and adaptive regulatory frameworks.

Rajasthan Energy Minister Heeralal Nagar emphasized that while the state has aggressively expanded its solar and wind footprint, the partnership with California provides a pathway to optimize battery storage and smart metering. California officials echoed this sentiment, viewing the exchange as a practical mechanism to maintain affordability while stripping carbon from the power sector.

Sustained Institutional Cooperation

Facilitated by the ISGF, the initiative also draws on academic and research support from the UC Davis India Center for Energy and Climate and the India Energy and Climate Center at UC Berkeley. CPUC President John Reynolds stated that the MoI allows both jurisdictions to share regulatory experiences as they move toward cleaner, more resilient energy systems. CEC Vice Chair Siva Gunda characterized the agreement as a foundation for technical expertise exchange that demonstrates how subnational entities can lead the global energy transition.

The ISGF, a public-private partnership involving over 170 members, continues to act as a bridge for these international collaborations, focusing on the deployment of smart grids and electric mobility to meet India's long-term sustainability targets.
