UN Human Rights Office Warns of Unprecedented Annexation and Violence in West Bank

Escalating Conflict and Territorial Disputes

Two years after the International Court of Justice (ICJ) categorized the Israeli presence in the West Bank as illegal, the United Nations reports a sharp decline in regional stability. According to UN human rights office spokeswoman Ravina Shamdasani, territorial annexation and settler-led violence have reached unprecedented levels since the ICJ's July 2024 advisory opinion. That ruling, delivered by presiding judge Nawaf Salam, mandated an end to the occupation as rapidly as possible. However, recent data suggests the situation is deteriorating rather than resolving.

Surge in Casualties and Systematic Displacement

Violence has intensified since the October 7, 2023, Hamas attack and the subsequent Gaza conflict. Official tallies indicate that at least 1,097 Palestinians have died due to military or settler actions, while 48 Israelis have been killed in Palestinian attacks or military operations. Between July 23 and July 29, 2026, the fatalities included eight Palestinians and two Israeli soldiers. Specific incidents recently reported include:

• Violent confrontations in the village of Tell on July 24, resulting in six deaths.
• The arson of two mosques by settlers on the night of July 26.
• Israeli military raids in Nablus and surrounding towns involving dozens of arrests under counter-terrorism protocols.

Shamdasani noted that Israeli security forces and settlers frequently act in coordination, leading to the destruction of property and the assault of local families. These actions, paired with tighter movement restrictions, are preventing Palestinian access to basic services.

Global Pressure for Intervention

The UN human rights office expressed alarm over official Israeli government plans to expand settlements and outposts. Shamdasani highlighted rhetoric from Israeli leadership that threatens to treat the West Bank like Gaza, warning against collective punishment and revenge tactics. Ramiz Alakbarov, the UN deputy special coordinator for the West Asia peace process, briefed the Security Council on July 28, 2026, describing the regional status as rapidly deteriorating. Currently, roughly 500,000 Israelis live in West Bank settlements alongside 3 million Palestinians, who face increasing displacement and dispossession as global leaders are urged to take unified action to uphold international law.
