Telangana Secures Top National Rank for Cybercrime Enforcement Standards

Assessment Criteria and Leadership

Telangana Police earned the highest national ranking during the recent PRAGATI review, an evaluation conducted by the Prime Minister’s Office to measure law enforcement effectiveness against digital threats. The assessment focused on the adoption of tools provided by the Indian Cyber Crime Coordination Centre (I4C). Telangana emerged as the leader based on nine specific metrics, notably becoming the first state to establish a State Cyber Crime Coordination Centre (S4C). The state was further credited for its robust e-Zero FIR system and extensive capacity-building programs for police personnel.

Money Restoration and Grievance Resolution

Data released by the Telangana Cyber Security Bureau (TGCSB) indicates a high success rate in resolving financial and administrative complaints. As of August 2, the state addressed 88% of the 2,368 grievances submitted via the Grievance Redressal Mechanism. Financial recovery efforts through the Money Restoration Module identified 34,524 transactions totaling ₹16.42 crore as eligible for return. Authorities have secured orders for 28,097 of those cases, achieving an 81.38% action rate. Current regulations allow victims to reclaim refunds under ₹50,000 without requiring a court order or FIR, though higher amounts necessitate formal legal filings.

Inter-State Cooperation and Digital Takedowns

The TGCSB demonstrated strong performance in removing illicit digital content and assisting external jurisdictions. Under the Sahyog Portal initiative, law enforcement successfully disabled 89.41% of flagged URLs, totaling 20,070 removals. Cooperation metrics from the Samanvaya Portal show Telangana fulfilled 6,518 investigation requests from other states. To further assist the public, the Bureau launched a dedicated helpline (8712665600) and distributed educational videos to guide citizens through various reporting portals.
