Real Estate Mafias Encroach on Wagamon Meadows as Illegal Construction Surges

Private Interests Seize Indo-Swiss Project Lands
Large real estate syndicates have reportedly occupied approximately 25 acres of state-owned land within the environmentally sensitive Wagamon hills of Idukki. These parcels were originally designated for the Indo-Swiss project. Upon the project's conclusion, the territory was slated for transfer to the Kerala Livestock Development Board (KLD), the Forest department, and the Tourism department. Exploiting a prolonged delay in formal boundary demarcation, various groups have seized the government assets and resold them to major private investors.
Revenue Department Scrutinizes Contested Title Deeds
While the natural grassland meadows are Wagamon's primary ecological attraction, administrative sources indicate that title deeds have been improperly issued for these restricted areas. Although such deeds are typically reserved for agricultural use, no farming is currently taking place; instead, buyers are aggressively advancing illegal construction projects. Revenue department officials maintain that both title distribution and building activities are strictly prohibited in the meadows.

- The Peerumade Land Records (LR) tahsildar is investigating the status of titles and property details.
- Last week, authorities successfully reclaimed 10 acres at nearby Varattumedu, removing illegal structures and installing government signage.
Official Response and Investigative Mandate
Peerumade MLA Cyriac Thomas has identified an active land mafia operating in the region to facilitate these seizures. Thomas intends to meet with Revenue Minister A.P. Anilkumar on Monday to press for urgent intervention. Idukki Additional District Magistrate (ADM) Mini K. John confirmed that the Revenue department will enforce strict penalties against those found occupying state land. Minister Anilkumar has similarly promised stern action to halt the conversion of hillsides into private resorts. The surge in tourism has made Wagamon a high-value target for resort developers looking to bypass environmental and land-use regulations.
