Montek Ahluwalia to Lead Tamil Nadu Task Force on Revenue Growth and Fiscal Reform

Strategic Overhaul of State Finances

In a move to strengthen fiscal self-reliance, the Tamil Nadu government has established a specialized Revenue Augmentation Committee. Chaired by Montek Singh Ahluwalia, a veteran economist and former Deputy Chairman of the Planning Commission, the panel is tasked with modernizing the state’s financial architecture. The administration intends to align revenue generation with broader economic growth, following the findings of a previously released white paper on the state's fiscal health.

A Three-Month Mandate for Structural Reforms

The committee, classified as a Class I body for logistical purposes, will operate for a 90-day period. Its primary mission involves identifying underutilized revenue streams and proposing measures to improve tax compliance. The panel will scrutinize both tax and non-tax categories, with a specific focus on the following areas:

• Evaluation of dividends from public sector undertakings and potential land or asset monetization.
• Assessment of user charges and strategies to curb systemic leakages or administrative inefficiencies.
• Revision of tax rates, fees, and exemptions to maximize the resource base.
• Technological and structural reforms to combat tax evasion.
• Policy adjustments regarding the regulation and taxation of alcohol.

Expansive Governance and Analytical Membership

The government has granted the committee significant oversight powers, allowing it to summon records and data from any department or public sector entity. M.A. Siddique, the Additional Chief Secretary of the Finance Department, joins a roster of high-level experts including K.P. Krishnan of the NCAER, tax policy authority Arbind Modi, and former CBEC Chairman Najib Shah. M. Suresh Babu, Director of the Madras Institute of Development Studies, rounds out the permanent membership.

Operational Framework and Support

Raja Gopal Sunkara will serve as the Convener, while the Finance Department’s FDAU division handles secretarial and analytical functions. To address specific sectors like State Excise, Motor Vehicles, and Mines and Minerals, the committee is authorized to form specialized sub-groups and invite field-level officers or subject experts to consult on targeted agenda items. The final objective is to create the necessary fiscal space for the state to meet its long-term developmental commitments.
