The Commission has outlined a specific framework for the Corporation Secretary to follow, emphasizing the need for expert consultation and community involvement. The following requirements were established in the order:
- The Corporation Secretary must convene an emergency meeting including the Clean City Manager and the leadership of the municipal health wing.
- Initial eradication efforts must prioritize identified dengue hotspots before expanding to all other city zones.

Accountability measures include a 10-day deadline for the Secretary to submit a progress report detailing specific actions taken.
