Fair Hill and HISA Investigate Suspicious Race Outcomes

Fair Hill Training Center and the Horseracing Integrity and Safety Authority (HISA) are launching investigations into race outcomes from Sunday, August 9, 2026. The scrutiny follows wins at Saratoga and Monmouth by horses from Fair Hill who had recently been inactive and shared common connections. One instance also produced a "suspiciously low" daily double payoff.

What Happened

The New York Racing Association (NYRA) has referred questions surrounding the performances to HISA, the Horseracing Integrity and Safety Unit (HIWU), and the Thoroughbred Racing and Protective Bureau (TRPB). HISA confirmed it is actively investigating concerns raised on social media and directly to personnel regarding events on August 9. All horses that won the races in question were immediately selected for post-race testing by HIWU, with additional out-of-competition testing planned.

HISA has placed the horse Threedots Andadash, entered to race on Monday, August 10, on the HISA Veterinarians' List. The horse had not raced since May and had undergone slow workouts at Fair Hill. HISA, which does not operate in West Virginia, has notified the West Virginia Racing Commission about another horse with similar connections entered to race at Mountaineer.

Trainer Angel Quiroz, who has stables at Fair Hill, had two horses win races at Monmouth Park on Sunday. The Great Amira, who last raced in February and finished unplaced, won by nine lengths at 17-1 odds. In the following race, Tepeyac, also trained by Quiroz, won by a half-length. The daily double combining these two races paid $12.80. Quiroz also had a horse, Scootaloo, run fourth at Saratoga.
