Data-Driven Traffic Management and Enforcement

The Greater Chennai Corporation (GCC) is set to activate a new Intelligent Transport System (ITS) this August, a move Commissioner G.S. Sameeran describes as a primary effort to modernize urban mobility. Funded via a ₹530 crore partnership with the Japan International Cooperation Agency (JICA), the initiative targets two specific sectors: the Traffic Information and Management System (TIMS) for law enforcement and the City Bus System (CBS) for public transit.

Technical infrastructure is already operational at several key points. The Adaptive Traffic Signal Control System (ATCS) is now active at 101 junctions, linking directly to the Greater Chennai Traffic Police (GCTP) temporary control center. Authorities have also deployed Red-Light Violation Detection Systems (RLVD) at 25 locations, utilizing automatic number plate recognition to issue digital citations. To address high-speed risks, Speed Limit Violation Detection (SLVD) units are currently active at three sites, with plans to expand to seven total locations soon.

Technological Infrastructure and Monitoring Hub

To improve incident response times, officials have installed Traffic Incident Detection Systems (TIDS) across 47 strategic flyovers. Commuters will receive live updates through Variable Message Sign Boards (VMS) installed at three pilot locations, providing real-time data on route alternatives and traffic congestion. A permanent Traffic Information and Management Centre (TIMC) is under construction at the GCTP Headquarters, slated to serve as the city's central command hub by August 2026.

Modernizing the Metropolitan Bus Network

The project’s second phase focuses on the Metropolitan Transport Corporation (MTC) fleet. Key upgrades include:

  • Installation of Automatic Vehicle Location Systems in 3,500 MTC buses.
  • New Passenger Information Systems at 616 stops and regional depots.
  • Digital Depot Management Systems implemented across 32 facilities.

These upgrades aim to provide accurate arrival predictions for passengers while streamlining fleet operations. While some sites required relocation due to technical feasibility issues, the GCC and State Highways Department have finalized the necessary communication networks and power connections. Localized junction improvements are also being completed to accommodate the sensors and hardware required for this digital transition.
