Bihar Expansion: 22,981 Anganwadi Vacancies Approved Amid Judiciary and Digital Reforms

Massive Recruitment Drive for Social Welfare Sector

In a significant push to bolster Bihar's social safety net, the state cabinet chaired by Chief Minister Samrat Choudhary approved the recruitment of 22,891 personnel for Integrated Child Development Services (ICDS) on July 29, 2026. This administrative action, guided by the newly ratified Anganwadi Worker/Helper Selection Guidelines-2026, aims to staff 6,141 Anganwadi Worker positions and 16,750 Anganwadi Helper roles. These centers serve as the primary delivery mechanism for supplementary nutrition, immunizations, and pre-school education for pregnant women, lactating mothers, and children under six.

Judicial Reinforcement and Legal Expediency

To address the backlog of litigation involving marginalized communities, the cabinet sanctioned 19 new District and Additional Sessions Judge positions. These jurists will preside over Exclusive Special Courts focused on the Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Act, 1989. The expansion targets 19 specific districts, including West Champaran, Madhubani, Bhojpur, and others ranging from the border regions of Araria to the southern plains of Lakhisarai. Furthermore, Patna will receive two additional special courts, while Muzaffarpur will gain one, totaling three new judicial posts for these urban centers.

Digital Governance and Infrastructure Modernization

Additional Chief Secretary Arvind Kumar Chaudhary detailed a transition toward a paperless administration. The cabinet greenlit the National Informatics Centre (NIC) to implement an e-Cabinet system, designed to enhance transparency and reduce operational overhead through digital workflows. Infrastructure and logistics also received substantial funding, including:

• Vegetable Marketing: A 106.39 crore INR allocation to strengthen Vegfed’s three-tier cooperative structure, funding block-level facilities and reefer vehicles.
• Bridges: Two high-level RCC bridges on NH-333A in Jamui district, crossing the Kiul and Suknar rivers, at a combined cost exceeding 149 crore INR.
• Land Registration: Revision of Bihar Registration (Amendment) Rules, 2026, lowering the home-registration eligibility age for property from 80 to 75 years.

Educational and Administrative Outlook

The cabinet meeting concluded with 24 total resolutions. Beyond the immediate social welfare hiring, Chief Minister Choudhary confirmed that the Education Department has initiated the process for appointing 32,388 teachers under the TRE-4 phase through the Bihar Public Service Commission (BPSC). This underscores a broader strategy to fill departmental vacancies across the state's public service spectrum.
