Adhikari Pledges Revival of North Bengal Tea Sector and Urges Migrant Labor Return
West Bengal Chief Minister Suvendu Adhikari announced plans to reopen shuttered tea gardens and launched a new state health insurance scheme. The initiative aims to reintegrate millions of migrant workers back into the state's economy.
Revitalizing the North Bengal Tea Industry
During a visit to the Jalpesh Temple for the Shrabani Mela on July 27, 2026, West Bengal Chief Minister Suvendu Adhikari outlined a recovery roadmap for the state's struggling tea sector. Adhikari confirmed that West Bengal has joined the Pradhan Mantri Chaa Shramik Yojana, a move backed by over ₹300 crores in dedicated funding. This capital aims to provide immediate relief and financial support to laborers affected by industry instability.
The Chief Minister projected that 10 to 12 of the currently 25 closed tea gardens will resume operations within the next 60 to 90 days. Coordination between Labour Minister Arjun Singh and Tea Board Deputy Chairperson C. Murugan has been instrumental in these reopening efforts. Currently, tea workers in the region earn daily wages of ₹250, often facing severe financial hardship when plantations suspend production.
Economic Resurgence and Migrant Reintegration
Addressing the massive exodus of labor from the state, Adhikari appealed to the estimated two to five million West Bengal residents currently working across India to return home. He cited a shift in the state's industrial climate following recent governance changes, claiming that various industrial houses have announced fresh investment projects. Adhikari noted that both independent state initiatives and joint ventures with the central government are creating a stronger employment base for returning citizens.
New Health and Welfare Protections
To bridge gaps in social security, the Chief Minister introduced the Chief Minister’s Health Insurance Scheme. This program serves residents who do not qualify for the federal Ayushman Bharat program. Adhikari provided a specific timeline for welfare distribution:
- August 16, 2026: Distribution of Ayushman Bharat cards commences.
- August 30, 2026: Eligible beneficiaries will start receiving benefits under the Annapurna Yojana.
By implementing these overlapping safety nets, the administration aims to eliminate hardship for ordinary citizens while stabilizing the regional workforce.
