Prime Minister Andy Burnham used his first international diplomatic summit since taking office to signal a continuity of Britain's defense policy. Preparing to host President Volodymyr Zelensky on Monday, the Prime Minister announced the transfer of intellectual property rights for the Stone Cloak electronic warfare system. This grant allows Ukrainian manufacturing facilities to produce the advanced jamming technology at a domestic scale, bypassings reliance on direct shipments.

Standing alongside Zelensky at a UK coastal defense facility, Burnham emphasized that the British commitment remains constant. The Prime Minister stated that the collaboration serves as a warning to Moscow, asserting that the UK will maintain its posture until a durable peace is established. This meeting follows one of Burnham's initial official phone calls, where he urged the Ukrainian leader to visit London immediately to solidify the bilateral relationship.

The Capabilities of Stone Cloak and Project Brakestop

The Stone Cloak system represents a significant shift in drone warfare capabilities. These tablet-sized electronic jammers prevent enemy sensors from detecting the drones to which they are attached. Beyond the technology transfer, the Ministry of Defence confirmed several key developments regarding these assets:

  • Thousands of Stone Cloak units have already seen frontline action in Ukraine to support aerial operations.
  • Lessons learned from the Ukrainian theater will be integrated into Project Brakestop, a UK initiative focused on manufacturing low-cost cruise missiles.
  • The technology will eventually become a standard feature in the UK's next generation of long-range guided weaponry.

Maritime Exercise Sea Breeze and Long-term Funding

The two leaders are scheduled to meet with 200 Ukrainian military personnel who recently completed Exercise Sea Breeze. This three-week intensive training program focused on enhancing mine-countermeasure operations and general warfighting performance within the Black Sea region. This training coincides with the UK’s broader financial commitment, which has reached £25 billion since the full-scale invasion began four years ago.

Addressing concerns about political transitions in the West, Zelensky acknowledged the anxiety inherent in changing leadership during wartime but expressed confidence that institutional ties transcend individual politicians. He noted that the priority remains the enduring connection between nations. This visit follows the precedent set by Burnham’s predecessor, Sir Keir Starmer, who visited Kyiv just before the transition of power, securing an additional £255 million in aid and receiving the Order of Freedom.
