Emerging neurotechnology is transitioning from motor commands to intent-based computing, demonstrated by biological computers and high-dexterity non-invasive interfaces. As global powers secure thousands of patents, India faces a strategic gap in neural data protection and national funding.

The Dawn of Intent-Based Computing
In January 2026, the AI Grand Prix autonomous drone challenge hosted by Anduril saw a radical entry: a machine piloted by cultured mouse brain cells rather than standard silicon-based software. While Anduril founder Palmer Luckey noted the biological computer challenged the competition's spiritual focus on software, the event signaled a shift in how machines are directed. Computing is moving past the era of keyboards and icons toward intent-based abstractions. Utilizing ideomotor theory, researchers are now building systems that decode anticipated outcomes rather than specific physical commands.
Breakthroughs in Neural Control and Communication
Laboratory results are rapidly moving into clinical and consumer realities. A 2025 study from Carnegie Mellon University led by Professor Bin He demonstrated an EEG-based interface that allowed users to control robotic fingers with over 80% accuracy without surgery. The lack of a regulatory framework presents significant risks. The Digital Personal Data Protection Act of 2023 does not explicitly cover neural data, which can reveal private deliberations and emotional states. The NeuroRights Foundation has identified five essential rights—mental privacy, personal identity, free will, bias protection, and equitable access—to mitigate a growing cognitive divide between augmented and unaugmented populations.
