Punjab Secures ₹1,116 Crore Indo-Japanese Forging Plant in Major Industrial Shift
Chief Minister Bhagwant Singh Mann launched a high-tech machining unit by Vardhman and Aichi Steel, marking a transition toward precision engineering. The venture doubles its initial investment targets to strengthen the state's manufacturing sector.

Strategic Partnership Drives High-Value Manufacturing
Chief Minister Bhagwant Singh Mann has officially initiated the construction of a ₹1,116 crore forging and machining facility, a joint venture between Vardhman Special Steels and Japan-based Aichi Steel. Situated in Punjab, this unit represents a first for the nation in its specific integration of forging technologies. The facility intends to produce precision automobile components destined for global markets, including Africa, Europe, Mexico, and ASEAN countries.
This industrial milestone follows a December 2025 diplomatic mission to Nagoya, Japan, where state leadership first engaged with Aichi Steel executives. While the initial Memorandum of Understanding (MoU) projected an investment of ₹500 crore, the commitment has since expanded to ₹1,116 crore across two phases. This increase reflects a growing corporate reliance on the local industrial climate and the state's ability to facilitate large-scale projects.
Economic Impact and Employment Generation
The project is expected to become a primary engine for local job creation. Immediate operations will provide direct employment to 500 youth, with CM Mann projecting that future expansions could scale this figure to 2,500 positions. Beyond raw steel production, the plant focuses on finished, high-value engineering, which moves Ludhiana further up the global supply chain hierarchy.
- Investment Scale: Initial ₹500 crore commitment grew to ₹1,116 crore.
- Job Creation: 500 direct roles initially, with a roadmap for 2,000 more.
- Market Reach: Export-oriented production for specialized automotive parts.
- Technology Transfer: Introduction of advanced Japanese forging techniques to the regional ecosystem.
Policy Framework and Investor Confidence
The administration attributes this influx of capital to the "Single-Window, Single-Pen" system, which streamlines bureaucracy by ensuring all regulatory clearances occur within 45 working days. The Invest Punjab initiative serves as a centralized contact point, managing over 200 business services and 50 regulatory approvals via the Fast Track Punjab Portal. To date, these policy reforms have reportedly attracted total investments worth ₹1.78 lakh crore, with the capacity to create nearly 600,000 jobs.
Reflecting on the shift in the state's economic trajectory, CM Mann noted that the previous era of industrial flight has been replaced by an era of relocation to Punjab. Large-scale entities like Tata Steel, which established its second-largest plant here with a ₹3,200 crore investment, alongside Nestlé and Cargill, further validate the current industrial strategy. The government maintains that transparent governance and the removal of historical barriers have made the state a preferred destination for international technology leaders.
