Grid Instability Triggers New Curtailment Protocol

PJM Interconnection, the operator of the largest electrical grid in the United States, announced it will disconnect power to data centers and other major industrial users during supply shortages. This policy shift follows a recent capacity auction that failed to secure sufficient new generation to meet rising demand. The grid operator, which manages electricity for 67 million people across states spanning from Illinois to Virginia, aims to use these measures to prevent widespread blackouts.

The Impact of Data Center Growth on Energy Markets

Data centers are transforming the energy economy, with projections indicating a fourfold increase in their electricity consumption by 2035. This expansion is already affecting consumer costs; the independent market monitor for PJM reported that wholesale electricity prices nearly doubled over the past year, attributing much of the surge to data center requirements. Key details of the new mandate include:

  • Threshold for Cuts: Mandatory curtailment will apply specifically to facilities with a capacity of 50 megawatts or higher.
  • Effective Date: The grid operator will begin implementing these supply cuts in June 2027.
  • Compensation: Similar to established demand response programs for manufacturers, affected companies will receive payments for reducing their usage.
  • Notification: Operators will receive warnings ranging from 30 minutes to several days before a forced shutdown.

Infrastructure Challenges and Environmental Concerns

The push for data centers to find alternative energy sources is intensifying. Facilities unable to secure on-site power generation often turn to diesel backup generators. While federal rules permit these to run for 100 hours annually for emergencies and maintenance—and up to 50 hours for demand response—they are expensive and highly polluting. Environmental scrutiny is already mounting; Vantage Data Centers recently faced criticism regarding its interaction with Virginia regulators over reports of health risks. An analysis suggested that diesel emissions from a 96-megawatt facility in Northern Virginia could result in tens of millions of dollars in annual health-related damages for local residents.
