Nadda Overhauls Medical Admissions with Student-Centric Digital Reforms

Union Health Minister J.P. Nadda conducted a comprehensive assessment of the 2026 NEET UG counselling workflow on July 29, 2026. The review centered on a series of technical shifts designed to eliminate bureaucratic hurdles and increase clarity throughout the medical seat allocation cycle.

Streamlined Reporting and Upgradation Protocols

In a significant departure from previous cycles, the ministry is implementing a one-time physical reporting mechanism. This policy aims to minimize travel burdens and logistical strain on candidates. The new framework introduces specific pathways for seat acceptance:

• Freeze Option: Students who accept their initial allotment must visit the designated institute during the scheduled window to verify original papers and settle fees.
• Float Option: Candidates seeking a seat upgrade in future rounds can now complete necessary formalities through an online portal. These individuals remain provisionally admitted without needing to travel to a campus or surrender original documents until their final placement is confirmed.

The ministry confirmed that the upgradation mechanism will remain active through the third round of counselling. Only after this final stage concludes must all seated candidates report in person to their respective colleges for final enrollment and fee processing.

Enhanced Transparency and Digital Safeguards

To bolsters operational integrity, the Medical Counselling Committee (MCC) is integrating pre-validated data directly from the National Testing Agency. The National Medical Commission will also validate the seat matrix to ensure accountability. A new online resignation portal allows students to vacate seats without visiting the campus physically, provided the request aligns with MCC timelines.

Advancements in NRI and PwBD Accessibility

The 2026 cycle marks the full digitization of the Non-Resident Indian (NRI) registration category. Applicants will no longer submit documents via email; instead, a secure online portal will handle all uploads, which designated officers will verify in a time-bound manner. Furthermore, the review emphasized heightening accessibility standards for Persons with Benchmark Disabilities (PwBD) to ensure an inclusive selection process across all participating medical institutions.
