The Evolution of Efficiency Standards
The Ministry of Power's July 16 draft notification for Corporate Average Fuel Efficiency (CAFE) III marks a decisive moment for India’s automotive sector. Originally conceived in the United States in 1975 to mitigate oil dependence following the Arab oil embargo, CAFE standards have evolved from simple fuel-saving measures into a primary tool for curbing greenhouse gas emissions. India now faces a similar crossroad: utilizing these mandates to secure energy independence from expensive crude imports while transitioning toward electrified mobility.
Global Blueprints and the Indian Framework
China’s trajectory offers a stark comparison for Indian regulators. Since 2004, Beijing has transitioned from weight-based vehicle regulation to a Dual Credit System established in 2018. This mechanism forces manufacturers to balance fuel-consumption targets with specific New Energy Vehicle (NEV) credits. The market impact is significant; the International Energy Agency’s Global EV Outlook 2024 notes that electric cars accounted for 55% of Chinese sales in 2025, compared to approximately 4% in India, 10% in the U.S., and 27% in the European Union.
The Indian proposal aims to reduce average fleet emissions from 113 gCO2/km to 77 gCO2/km by the 2031-32 fiscal year. Early industry lobbying led to a proposal that exempted lighter small cars, but the current draft has removed that carve-out, forcing a uniform push toward cleaner technology across the board. Key industry players face diverging paths: while Mahindra and Tata Motors generate credits through electric portfolios, Maruti Suzuki could face an 18% credit deficit without EV intervention, potentially forcing them to purchase credits from competitors.
The Risks of Flexibility Mechanisms
The effectiveness of the CAFE III targets remains tied to several administrative levers that may dilute their impact:
- Carbon Neutrality Factors: Credits are awarded for vehicles compatible with high ethanol blends. However, the government has reached no firm decision on moving beyond E20 blending, and ethanol’s lower energy density results in reduced mileage.
- Super Credits: Battery EVs, plug-in hybrids, and flex-fuel vehicles receive extra weight in fleet calculations. This allows a small number of cleaner sales to mask continued production of high-emission models.
- Credit Trading: Manufacturers can buy credits from the Bureau of Energy Efficiency (BEE) at fixed prices—₹2,500 per gram of CO2/km in 2028, rising to ₹4,500 by 2032. Some analysts argue this provides a loophole for laggards to avoid upgrading legacy technology.
While these mechanisms provide a safety net for manufacturers, they risk turning the BEE into a seller of last resort rather than a catalyst for innovation. The Energy Conservation Act maintains sharper teeth, with penalties of up to ₹50,000 per vehicle for significant non-compliance, yet the low cost of administrative credits might allow some firms to delay deep electrification in favor of immediate financial compliance.
