State authorities have concluded the first stage of a massive voter list revision, excluding over 3.3 million entries due to migration, death, and duplication. Residents will have a month-long window starting July 31 to contest exclusions or update their status.

Chief Electoral Officer A. Sreenivas confirmed the conclusion of the first phase of the Special Intensive Revision (SIR) in Haryana. This massive administrative undertaking involved 20,629 Booth Level Officers (BLOs) who managed the distribution of enumeration forms to a population exceeding 20 million electors. Processing these records resulted in the digitization of over 10 million forms, yet the verification process flagged significant discrepancies in the current logs.
Statistical analysis reveals that 3,384,568 individuals were not recorded in this latest cycle. The breakdown of these omissions includes:
- 1,375,278 electors who have permanently relocated from their recorded districts.
- 766,205 registered voters who are now confirmed deceased.
- 204,916 cases of duplicate registrations.
- 936,646 individuals found absent during the field visits.
- 101,523 electors who failed to submit documentation for various other reasons.
Rights of Appeal and Publication Schedule
The state will publish the draft electoral roll on July 31, making it accessible through official websites and physical publication centers. Sreenivas clarified that no name would be removed without providing the concerned individual a fair hearing. Citizens whose names are missing from the draft list can file Form 6 between July 31 and August 30 to seek reinstatement in the final record.
For those disputing decisions made by Electoral Registration Officers (EROs), a structured appeal process exists. Aggrieved parties may approach the District Magistrate within 15 days of a ruling. If the issue remains unresolved, a secondary appeal can be directed to the Chief Electoral Officer within a 30-day window. The government expects to release the finalized electoral roll on October 3.
Partisan Oversight and Monitoring
Political engagement remains high during this verification period, with 37,055 Booth Level Agents (BLAs) from various parties assisting the state. The participation breakdown includes:
- Bharatiya Janata Party (BJP): 19,051 agents.
- Indian National Congress: 15,818 agents.
- Indian National Lok Dal (INLD): 1,476 agents.
- Jannayak Janata Party (JJP): 342 agents.
- Communist Party of India (CPI): 314 agents.
- Aam Aadmi Party (AAP): 54 agents.
