The Success and Evolution of Project Tiger

Since its inception in 1973, Project Tiger has transformed India’s ecological map. What began with nine reserves covering 18,278 sq km has expanded into a network of 58 reserves spanning 84,488 sq km. This infrastructure now supports 3,682 tigers as of 2022, a dramatic increase from the 1,411 recorded in 2006. Today, India maintains over 70% of the global wild tiger population. However, this demographic triumph has reached a saturation point within core habitats. As territorial predators, tigers naturally disperse when reserves reach capacity, leading to a significant presence in human-dominated landscapes.

The TOTR Initiative: Managing Shared Landscapes

Data from the National Tiger Conservation Authority indicates that 35% to 40% of the country’s tigers now live outside designated reserves. In response, the Ministry of Environment, Forest and Climate Change has introduced the Tigers Outside Tiger Reserves (TOTR) framework. This program marks a shift from reactive crisis intervention to a proactive, science-driven governance model. Rather than a blanket national rollout, the TOTR is launching as a targeted pilot across 40 forest divisions in nine states: Uttarakhand, Uttar Pradesh, Rajasthan, Madhya Pradesh, Maharashtra, Karnataka, Tamil Nadu, Telangana, and Assam.

Two Pillars of Coexistence

The TOTR strategy relies on a dual-track approach to stabilize these shared zones:

  • Conflict Mitigation and Protection: Enhancing field operations through rapid response teams, upgraded communication networks, and localized rescue infrastructure to handle emergencies effectively.
  • Community Trust and Participation: Recognizing that conservation cannot succeed against the will of the people, this pillar focuses on timely compensation for livestock loss, public awareness campaigns, and treating local villagers as active conservation partners.

Modern surveillance technology remains central to the program’s efficacy. Implementation teams will utilize camera traps, GPS monitoring, drones, and AI-driven early warning systems to track movement and prevent accidental encounters. However, technological tools are intended to complement, not replace, the institutional capacity of well-trained forest staff and veterinarians. The ultimate goal is to move beyond the traditional reserve-centric view of conservation, fostering a mosaic of safe passage where ecological needs and human livelihoods can overlap without tragedy.
