Congress Shifts Selection Strategy to Revive Dakshina Kannada District Unit

The selection process for the Dakshina Kannada District Congress Committee (DCC) president has entered a new phase of rigorous vetting. K. Jayanth, the AICC observer and Kozhikode North MLA, announced on July 28, 2026, that the party is abandoning the historical practice of allowing individual senior leaders to handpick their own nominees for the post. This reform stems from a mandate established during the Congress plenary session in Ahmedabad, aiming to decentralize power and revitalize the party organization from the bottom up.

"Nobody’s ‘man’ will automatically become the DCC President or get any post," Jayanth stated during a press briefing in Mangaluru. While the process seeks fresh perspectives, the committee will still engage in dialogues with veteran figures, including Minister U.T. Khader and former leaders Janardhan Poojary and Veerappa Moily, to ensure a balanced transition.

A District-Wide Search for Leadership

A specialized five-member committee is tasked with identifying the next generation of party management. This panel includes:

• Jayaprakash Hegde (Former MP)
• Veronica Cornelio (Udupi District Mahila Congress President)
• Party workers Satish and Shivanand

The group will accept nominations and conduct extensive consultations across the district until August 12. On the first day of the process, the committee formally handed nomination papers to the incumbent District President, K. Harish Kumar. The scope of the committee extends beyond the presidency; they are instructed to identify capable personnel for various district-level roles to prepare the machinery for future Assembly contests.

Criteria and Strategic Objectives

The AICC goal is a complete sweep of Assembly seats in the Dakshina Kannada and Udupi belts. Jayanth clarified that while the party seeks to be inclusive of all groups, the district leadership would not be reserved for any specific community or religion. Leadership capability outweighs seniority, as the observer noted that age is not a primary disqualifier in this evaluation.

The reform is already at an advanced stage nationally, with president selections finalized in 600 out of more than 800 district committees. In many regions, this has resulted in the appointment of newcomers who have never previously held high-ranking district offices. Following the interview phase, the five-member panel will submit their recommendations to the AICC, which retains the final authority on all appointments.
