Bengaluru Metropolitan Region Taps WhatsApp for Citizen-Led Economic Masterplan

In an effort to modernize urban planning, the Karnataka government has opened a digital channel for residents to influence the future of the Bengaluru Metropolitan Region (BMR). By using a WhatsApp-based interface, authorities are collecting data on public transport, housing, water supply, healthcare, and employment priorities. This survey, accessible in both English and Kannada, allows participants to submit responses through text or voice notes until August 12. The process begins with a short instructional video followed by location-based questions designed to ensure localized data accuracy.

The Blueprint for BMR Economic Expansion

This data collection serves as a foundation for a comprehensive economic masterplan. In May, the state government formalized this agenda by signing a Statement of Intent with the ISEG Foundation. The objectives of this partnership include:

• Enhancing overall quality of life and environmental sustainability.
• Accelerating job creation across various sectors.
• Developing a strategic roadmap for physical and social infrastructure.

Chief Secretary Shalini Rajneesh stated that effective governance hinges on structured data and authentic public input. She noted that responses remain anonymous and will be evaluated in aggregate to guide the region's expansion strategy.

National Framework and Expert Consultations

The project aligns with the G-Hub program established by NITI Aayog. This model follows urban planning precedents set in Indian metros like Mumbai, Surat, Varanasi, and Pune. Beyond the public survey, the government is engaging in deep-dive discussions with academic bodies, infrastructure specialists, and investors. Following an initial industry workshop in June, a steering committee will convene in August to evaluate technical progress and stakeholder feedback.
