Predictive Modeling for Urban Disaster Risk

Andhra Pradesh has introduced a sophisticated technological framework named City Flood Alert to anticipate and manage metropolitan flooding. Developed through a partnership between the Real Time Governance Society (RTGS), the Andhra Pradesh State Disaster Management Authority (APSDMA), and IIT Gandhinagar, the platform transitions the state from emergency response to proactive mitigation. By utilizing high-resolution Digital Elevation Models derived from satellite data and nearly 30 years of historical flood records from the Budameru rivulet, the system identifies high-risk zones with precision.

Technical Capabilities and Strategic Rollout

The system integrates predictive analytics and hydrological modeling to offer specific warning windows for emergency services. Key forecasting capabilities include:

  • Rainfall Forecasts: Predictions issued up to 48 hours before a storm event.
  • Flash Flood Alerts: Immediate warnings provided six hours before water levels surge.
  • Inundation Simulation: Digital mapping of potential flood depth across various rainfall intensity scenarios.
  • Infrastructure Monitoring: Detection of drainage channels prone to silt accumulation or blockages.

Vijayawada functions as the pilot city for this deployment, specifically targeting low-lying neighborhoods frequently impacted by Budameru overflows. Once the platform flags a potential threat, it triggers automated alerts to the APSDMA. This data allows District Collectors and Municipal Commissioners to deploy field teams for drain clearance, site evacuations, and emergency positioning before waters rise.

Statewide Expansion and Governance Shift

Following the initial phase in Vijayawada, the RTGS intends to scale the technology across all urban local bodies throughout Andhra Pradesh. On July 26, 2026, officials stated that this integration of artificial intelligence into state management establishes a framework for climate-resilient cities. By identifying exact points of vulnerability in the urban drainage network, the government aims to minimize the economic and human costs typically associated with the monsoon season.
