Andhra Pradesh Chief Minister Orders Emergency Response as El Niño Threatens Agriculture
Chief Minister N. Chandrababu Naidu has launched a multi-sectoral strategy to combat a projected 40% rainfall deficit across Andhra Pradesh. The directive mandates universal crop insurance and immediate shifts to drought-resistant crops to protect rural livelihoods.
Severe Rainfall Deficit Forecasts Force Policy Shift
Chief Minister N. Chandrababu Naidu has ordered state agencies to execute an emergency mitigation plan as Andhra Pradesh faces a significant moisture deficit driven by El Niño. During a Tuesday assessment at the Secretariat, officials reported that July has already seen a 69% lack of rainfall. Prognostics for the June-November season suggest a total rainfall of just 551 mm, falling far short of the traditional 844 mm average. This 35-40% shortfall threatens to disrupt agricultural output across all districts.
High-Risk Zones and Crop Vulnerabilities
Data presented during the review identifies 122 mandals as high-risk areas. The administration expects acute drought conditions in West Godavari, Prakasam, Annamayya, Krishna, and YSR Kadapa. The impact on specific commodities includes:
- Cotton: 2.78 lakh hectares projected for significant impact.
- Paddy: 1.07 lakh hectares at risk, with Srikakulam likely to suffer the most substantial losses.
To mitigate these losses, Naidu instructed the prioritization of Vamsadhara river water and the exploration of borewell-based irrigation. Starting August 3, a state-wide awareness campaign will push farmers to move away from water-intensive paddy toward drought-hardy alternatives like castor, black gram, and red gram.
Mandatory Insurance and Administrative Oversight
The Chief Minister issued a stern warning regarding financial protections, stating that District Collectors will be held personally accountable for failures in insurance coverage. Every cultivated acre must be registered under either the Pradhan Mantri Fasal Bima Yojana or the Weather-Based Crop Insurance Scheme. While general enrollment closes on July 31, rice cultivators have until August 15 to finalize their participation.
Structural responses include the launch of a dedicated El Niño Control Room to track data in real-time. Rythu Seva Kendras will disseminate scientific advisories to local communities, while Mobile Rythu Bazaars will be deployed in every district to stabilize food prices. Naidu also focused on livestock and utility stability, ordering officials to secure a year's supply of fodder and ensure consistent drinking water access to maintain milk production and public health.
