The newly introduced policy aim to revitalize Delhi's skyline by permitting taller building structures and higher Floor Area Ratio (FAR) in residential and commercial zones. This shift is intended to accommodate the city's burgeoning population within its existing geographic footprint rather than expanding further into the periphery.

Architects and urban planners have voiced concerns that the policy lacks a synchronized plan for physical infrastructure. They argue that taller buildings increase the consumption of water and electricity while generating more waste, requiring a total overhaul of the current subterranean utility networks that are already at capacity.

A major risk highlighted by experts is the potential for severe traffic congestion and reduced emergency service access.
