The implementation of the Employees Health Scheme (EHS), designed to offer comprehensive cashless healthcare to State Government staff, is encountering difficulties. Following earlier issues with old data entry, concerns have now surfaced regarding a 1.5% deduction from pensioners' basic pay for EHS subscriptions.

Pensioners have lodged complaints, labelling the EHS subscription deduction as 'unauthorised' because the scheme has not yet been implemented. They are requesting that further deductions be postponed until the health scheme is actually put into practice.

The Finance Department, through an unofficial communication, has alerted the Health Department to the issue and requested its intervention. The EHS, officially launched on July 17, aims to provide cashless medical and surgical treatments to employees, pensioners, and their dependents. It encompasses 1,816 medical packages across 114 government hospitals and 886 affiliated private hospitals within the State.

However, the scheme has been unable to commence operations due to an unresolved Memorandum of Understanding (MoU) stalemate between the government and the Telangana Aarogyasri Hospitals Network Association (TANHA). The dispute centers on package rates and outstanding payments.

Over nine lakh pensioners are awaiting a swift resolution to enable the health scheme's effective launch. In addition to EHS concerns, employees and pensioners are submitting representations for the release of six pending Dearness Allowance (DA) instalments, effective from July 1, 2023, and for the implementation of Pay Revision Commission (PRC) recommendations. Officials stated that releasing pending DAs and implementing the new PRC would result in a monthly salary increase of ₹15,000, which would help cover medical expenses.

Employees are also referencing a previous regulation where, for married couples both employed by the government, contributions were deducted from only one spouse's salary. Questions also remain regarding the process for selecting eligible dependents to benefit from the scheme.
