The Lok Sabha has passed the Mines and Minerals (Development and Regulation) Amendment Bill, 2026, by voice vote following opposition protests. The legislation amends the Mines and Minerals (Development and Regulation) Act of 1957.

The bill introduces a new section that prevents state governments from imposing taxes, cesses, or levies on mineral rights or mineral-bearing lands. These restrictions apply regardless of mineral quantity, value, or royalty payments, unless specific conditions set by the Central Government are met. The amendment also broadens the central government's authority to regulate mines on lands containing ore, aligning with parameters established by the MMDR Act.

These proposed changes follow a July 2024 Supreme Court ruling that affirmed states' authority to tax mineral rights and mineral-bearing lands. The new bill clarifies that any tax, cess, or levy not deposited or recovered by a state government before the amendment's commencement will be considered invalid. However, taxes already paid will not be subject to refund.

During the proceedings, Minister of Coal and Mines G Kishan Reddy introduced the bill. Presiding over the session, Jagdambika Pal urged the opposition to maintain decorum. PMK chief Anbumani Ramadoss has called for the withdrawal of the bill, stating it infringes upon the taxation rights of state governments.
