The Indian government has asserted that Track-2 dialogues with Pakistan, which involve think tanks and academicians, are not conducted under its official purview. Minister of State for External Affairs Kirti Vardhan Singh clarified in a statement to the Rajya Sabha that individuals participating in these discussions do so in their personal capacity, and their expressed views do not reflect the opinions of the Indian government.

These interactions, including discussions held in Colombo in June this year, involved retired Indian diplomats, military officers, and civil society figures engaging with their Pakistani counterparts. The dialogues took place over a day and a half at the Hilton Colombo.

In a separate communication, Minister Singh detailed ongoing functional engagements between India and Pakistan, including the maintenance of their respective diplomatic missions, Directorate General of Military Operations (DGMO) level talks, and exchanges of notifications for ballistic missile tests and lists of nuclear installations and prisoners. He also addressed the status of the Indus Waters Treaty.

Singh confirmed that the Indus Waters Treaty remains in abeyance following the April 2025 terror attack in Pahalgam, which resulted in civilian casualties. India has indicated that the treaty will continue to be suspended until Pakistan credibly ceases its support for cross-border terrorism. This decision was part of punitive diplomatic and economic measures taken after the attack, which was attributed to The Resistance Front (TRF), a proxy for Lashkar-e-Taiba.
