The Congress party in Haryana intends to challenge the Bharatiya Janata Party (BJP) government in the State Assembly's monsoon session. Leader of Opposition Bhupinder Singh Hooda announced on August 11, 2026, that the party will focus on issues such as deteriorating law and order, escalating organized crime, and tax increases derived from property taxes and collector rates.

The Congress plans to submit a calling attention motion to compel the government to address concerns regarding the breakdown of law and order, the rise of organized crime, and tax hikes based on property tax and collector rates. Additionally, Congress MLAs will introduce motions to discuss waterlogging in both urban and rural areas following rainfall, farmer compensation, demands from electricity department employees, the privatization of power services in Gurugram, and the grievances of guest teachers, sanitation workers, and other staff.

The party also plans to move an adjournment motion to debate alleged scams involving IDFC Bank and AU Small Finance Bank. Mr. Hooda criticized the BJP government for its perceived insensitivity towards farmers, stating that the government has failed to procure the full allocation of urea and other fertilizers from the Centre. He cited figures indicating that despite allocations of 9.59 lakh metric tonnes of urea and 2.53 lakh metric tonnes of di-ammonium phosphate (DAP), the state had only lifted 8.14 lakh metric tonnes of urea and 1.15 lakh metric tonnes of DAP, suggesting farmers would face difficulties obtaining essential supplies.

Regarding the Sutlej-Yamuna Link (SYL) canal dispute, Mr. Hooda criticized the Chief Minister for not raising the issue during his visits to Punjab. He also noted the central government's announcements regarding water transfer from Haryana to Rajasthan via pipeline, while Haryana's share of water from Punjab remains unaddressed.

Furthermore, the Congress party announced a protest demonstration scheduled for August 19 to demand the regularization of workers employed through the ‘Haryana Kaushal Rozgar Nigam’. Mr. Hooda alleged that despite a 2024 election promise to regularize 125,000 'Kaushal' workers, no official action or notification has been issued after nearly two years.
