Bengaluru is set to see a major transformation of its paid parking system under new draft rules proposed by the Urban Development Department (UDD). The Greater Bengaluru Authority (Parking) Rules, 2026, aim to create a four-pronged approach to paid parking, five years after the initial Karnataka government policy was notified.

The fresh rules come as Bengaluru's city corporations seek to identify new sources of revenue. While paid parking was previously envisioned, implementation by civic bodies, excluding the central corporation, has been limited, partly due to a perceived lack of demand. ## Implementation Task Force

Each city corporation will be required to establish a parking task force. This group will be responsible for creating and implementing area parking plans, identifying suitable parking locations, and supervising the operation of parking services within their respective jurisdictions. The Directorate of Urban Land Transport (DULT) or the Bengaluru Metropolitan Land Transport Authority will review these plans to ensure alignment with the city's parking policy and Comprehensive Mobility Plan. The Chief Commissioner of the Greater Bengaluru Authority (GBA) will hold the final approval authority, in consultation with the Bengaluru City Police.

## Four-Way Parking System

The proposed system encompasses four primary methods:
- On-Street Parking: City corporations will develop parking on designated roads according to approved area plans.
- Off-Street Parking: This includes utilizing unused corporation and government land, unallotted civic amenity sites, and integrating multi-level parking into redeveloped corporation properties. Temporary surface parking can be established on land currently involved in legal disputes.
- Leased Private Plots: Vacant residential, commercial, or industrial plots can be leased by city corporations for parking. Lease periods will vary: three years for surface parking, 10 years for mechanized parking, and 15 years for concrete multi-level car parks.
- Private Operation: Owners of vacant plots and third-party aggregators will be allowed to operate public parking facilities, provided they meet specific conditions regarding access roads and land use.

## Incentives for Private Landowners

The draft rules include incentives for private property owners to contribute to parking capacity. Those who offer their vacant land for off-street public parking may receive property tax exemptions. Owners developing multi-level or mechanized parking facilities with a capacity of at least 30 vehicle PCUs (up to 200 PCUs) could be eligible for a 100% exemption from property tax and service charges. For surface-level parking with a minimum capacity of 15 PCUs, the property will be assessed as a vacant site, with a 50% exemption on applicable taxes and charges.

## Promoting Public Transport Integration

The initiative aims to create more off-street parking facilities near metro stations, major bus terminals, and suburban railway stations. This is intended to encourage the use of public transport and improve first-mile connectivity for commuters. Transit agencies within the GBA limits will be required to provide off-street parking on their available land, particularly in peripheral areas and interchange stations, to support a park-and-ride system.
