Bangladesh has yet to formally respond to an invitation for Prime Minister Tarique Rahman to attend the Brics Summit scheduled for September 12-13 in New Delhi. People familiar with the matter stated on Wednesday that this lack of response comes amid a recent decline in bilateral relations between Bangladesh and India.

Indian envoy Dinesh Trivedi reiterated the invitation to Rahman during a meeting in Dhaka on August 10. Rahman was invited to the summit in his capacity as the current chair of the Bimstec grouping. India has also invited leaders from Bahrain, Burundi, the Philippines, and Uruguay for the summit's outreach session.

The Bangladesh government has also not provided an update on an invitation extended to Prime Minister Rahman for a bilateral visit. This separate invitation was sent by Prime Minister Narendra Modi in February.

Reports from Bangladesh's Prothom Alo newspaper suggested that Prime Minister Rahman would likely not attend the Brics Summit due to "fresh tensions" in bilateral ties. These tensions reportedly arose after former premier Sheikh Hasina participated in a virtual news conference from New Delhi on August 5.

During the meeting between Envoy Trivedi and Prime Minister Rahman, Dhaka requested India to expedite the extradition of Sheikh Hasina, who has been residing in India since August 2024. The Indian side indicated that the extradition request, made in late 2024, is currently under review according to established procedures.

Sources indicated that the Brics Summit might not be the most suitable venue for a bilateral meeting between the two Prime Ministers, given the importance of resetting bilateral relations. A dedicated bilateral visit could offer a better opportunity for more in-depth discussions on various issues.

Additional points of contention between the two nations include allegations of killings of Bangladeshi nationals by Indian border security forces and the "pushback" of undocumented migrants from India's Assam and West Bengal. Furthermore, substantive work has not yet commenced on renewing the Ganga Waters Treaty, which is due to expire at the end of the year.
